Description

Paul Garlick QC was called to the Bar in 1974 and was appointed as a QC in 1996. He is a Recorder of the Crown Court, having jurisdiction to sit as a judge and deal with serious criminal offences and jury trials.
Paul is a Master of the Bench of The Honourable Society Middle Temple (Middle Temple”). He is A Grade A advocacy trainer with the Middle Temple, and he is currently the Director of the Pupils’ Advocacy Training Course. He is also a member of the International Committee of the Inns of Court College of Advocacy in London.

Paul has spent the last 23 years working with international organisations. These include the Council of Europe, the Organisation for Security and Co-operation in Europe (OSCE), the UK Foreign, Commonwealth & Development Office (FCDO), the National Centre for State Courts (USA) and the United Nations (UN). Paul has worked with each one of these organisations, promoting the rule of law and education judges, Law Officers, advocates, and law enforcement officers around the World. In particular, Paul has designed and delivered advocacy training programmes in numerous Commonwealth countries and member states of the Council of Europe.

Paul has frequently worked in foreign jurisdictions such as Azerbaijan, Iraq, and Afghanistan, advising on rule of law matters. Paul qualified as an advocacy trainer in 1994. He was one of the instigators of advocacy training for the Bar of England and Wales, and he is passionate about training pupils and new practitioners at Middle Temple.

Over the last 20 years, he has delivered advocacy training in the Eastern Caribbean, Belize, Hong Kong, Malaysia, Guyana, and Ghana. For the last 5 years, he has been actively involved in providing specialised advocacy training for advocates in the chambers of the Attorneys General in the Eastern Caribbean jurisdictions of Barbados, Grenada, St Vincent and the Grenadines, Antigua, and Barbados, dealing with applications to the High Court for the confiscation of the proceeds of crime. In connection with this programme, Paul has worked closely with High Court Judges and Attorneys General throughout the Region.

Between 2015 and 2020, Paul was a lecturer at The Hague University of Applied Sciences, in the Netherlands, where he taught Criminal Law, Rights of the Accused and Anti-money laundering practice. During his residency at the university, he introduced and delivered an advocacy training module to the curriculum. In addition, he participated in several advocacy training programmes for advocates at the International Criminal Court. Paul remains as an adjunct lecturer at the university, where he delivers occasional lectures and training programmes on a pro bono basis.
