Proposals in the use of Chlorinated Paraffins

Chlorinated paraffins (CPs) have a long history of use as extreme pressure additives in metalworking fluids (MWFs). CPs are not discrete chemicals but complex substances defined by the carbon-chain length of the feedstock and the degree of chlorination. Environmental concerns with some forms of CPs, initially on short-chain CPs (SCCPs, C10-C13) and more recently on medium-chain CPs (MCCPs, C14-C17), have been identified by various regulatory authorities. In 2017, SCCP was placed on Stockholm Convention list of Persistent Organic Pollutants (POPs) and MCCP is currently under review for a POPs listing. However, recent testing has shown that some forms of MCCP are readily biodegradable and the CP industry believes that these products should not be considered a POP and should be allowed to continue. This webinar will review the current state of CP regulation globally and where exemptions for certain uses (including MWFs) have been proposed.

Andrew Jaques is the Executive Director of the Chlorinated Paraffins Industry Association (CPIA) based in Washington, DC. Mr. Jaques has been working with CPIA for 15 years and has more than 30 years of experience managing a broad range of environmental, health and safety programs for the chemical and petroleum industries. In addition to managing CPIA, Mr. Jaques also manages the Acrylonitrile Group, the Polymer and Polymer Additives Council, and the Vinyl Acetate Council. Prior to working with these associations, from 1998 to 2008 Mr. Jaques managed a variety of chemical panels for the American Chemistry Council covering products such as hydrocarbon and oxygenated solvents, aromatics, and petroleum additives. From 1991 to 1998, Mr. Jaques worked at the American Petroleum Institute in several positions addressing occupational and environmental health, hazard communication, industrial hygiene, safety, and fire protection for the petroleum industry. Mr. Jaques attended Drew University in Madison, NJ for undergraduate studies and the George Washington University School of Public Health in Washington, DC for graduate studies.
