Description
More attention is being paid to addiction policy issues than ever before. As NAADAC members, it is our responsibility and in our best interest to have a role in shaping emerging policy, both in Washington, DC, and in our state capitols. While much attention is being paid to the national conversation, most of what influences a provider’s day to day operation occurs at the state level. Sam Rayburn, a US Representative from Texas long ago, said it best, “All politics are local.” In this presentation, we will discuss building relationships with your state officials and how to have your voice heard. We will also share ideas on how to connect locally with your elected federal officials to influence current legislation and bring the local picture into focus for your legislators. We will review current legislation NAADAC is following in Washington, DC, and show how you can track this yourself. We will prepare a novice in advocacy with how to get started, as well as bring new ideas to the more experienced.
Learning Objectives
- Plan 3 or 4 activities to connect with legislators locally to build a relationship.
- Discuss resources available for current and relevant data, emphasizing the provider’s district/service area.
- Understand the importance of engaging in the policy conversation as a constituent – in the role of service provider, employer and voter.
- Identify 3 bills currently being considered nationally that are relevant to your organization and/or treatment industry.

Michael Kemp, NCACI, ICS, CSAC, CSW
Michael Kemp, NCACI, ICS, CSAC, CSW, is the Director of Peer Recovery Services at Oregon State Hospital – Salem. He has worked in the addiction profession for over 35 years, most with the State of Wisconsin for a variety of programs both in psychiatric hospitals and correctional institutions. In addition, Kemp was an instructor in an addiction studies program for 15 years and clinically supervised several community-based programs. Kemp has been a NAADAC member since 1995 and serves as co-chair of NAADAC’s Public Policy Committee. Kemp was the recipient of NAADAC’s Senator Howard E. Hughes Advocate of the Year in 2012.

Sherri Layton MBA, LCDC, CCS
Sherri Layton MBA, LCDC, CCS, began working in the addiction treatment field in 1977 and has worked for La Hacienda Treatment Center since 1992. She manages outpatient and alumni support services around the state, is a member of the Executive Team, and coordinates La Hacienda’s advocacy efforts, statewide and nationally. Layton frequently speaks on topics related to addiction treatment, legislative advocacy, clinical supervision, and leadership development. She is co-chair of NAADAC’s Public Policy Committee and has served on that committee since 2008. Layton was selected as the Senator Harold E. Hughes Advocate of the Year for 2014. She completed a Master’s degree in Business Administration with an emphasis on leadership in May 2009 at the University of Texas in San Antonio. She also has a Bachelor’s degree in Psychology.

- A score of 80% or higher is required to pass the CE quiz and access your CE certificate. You have 10 opportunities to pass the quiz. If you are unable to pass the quiz in the allocated number of tries, then you must retake the course.
- Upon passing the CE quiz, you will be required to complete the survey evaluation for the course. Once that is completed, your CE certificate will be immediately available to print.
