Now that the MUTCD 11th Edition has been published, what’s next? One step is this MUTCD Summer Series of webinars created by members of ITE’s technical councils and committees to share their perspectives on key changes and new items in the 11th Edition. Although not intended to be a comprehensive review of the entire content of the new Manual, these webinars will provide transportation professionals information on the revisions and their application(s).

Webinar Description:

The MUTCD has been the standard justification for installation of new traffic signals across the country. The 11th edition of the Manual, released in December 2023, introduced some changes to the warrant process, particularly for Warrant 7 - Crash Experience. This webinar will cover the overall process and review the changes to the signal warrants, cover methods for obtaining the necessary crash data for Warrant 7, and equip practitioners and jurisdictions to be able to navigate requests for new signals.

  • Review the MUTCD 2009 signal warrant process and cover changes to the process in the 11th Edition
  • Learn about the changes to the Warrant 7 - Crash Experience
  • Identify methods to obtaining crash data necessary for Warrant 7

Registration for the live webinar will close 30 minutes prior to the start.

The webinar recording will be made available on-demand until 60 days after the final webinar of the series is complete. Participants are able to purchase and retrieve their PDH credit certificate until their access to the content expires of 30 days. After the content expires, the PDH credit certificate opportunity is forfeited.

  • Moderator: Peter Stresino, ITS Program Specialist | Illinois Department of Transportation | Schaumburg, Illinois, USA

    Peter Stresino has been employed by the Illinois Department of Transportation for 29 years and is currently the Intelligent Transportation Systems Program Specialist. His transportation carer started at the City of Indianapolis performing various traffic studies. While employed for the Illinois Department of Transportation he was involved with the operations of the IDOT Traffic Systems Center, Designing of various roadway projects, operating and maintaining traffic signals in the Chicagoland area, management of numerous traffic studies, developing and implementing a highway safety program for the Chicagoland area, developing an architecture and programing funds for various Intelligent Transportation Systems projects throughout the State of Illinois. In the middle of his Government Employment, Peter stepped away for a period of four years to work with a consultant firm performing traffic studies, designing contract plans for intersection improvements and oversaw the construction of the projects. He currently sits on the ITE Safety Committee.

  • Moderator: Joshua Wolfgram, P.E., Project Manager | Mead & Hunt | Naperville, IL, USA

    Joshua Wolfgram is a project manager in Mead & Hunt’s Traffic Engineering and Advanced Mobility group with over six years of signal timing and multimodal design experience. Joshua has crafted pedestrian-friendly signal timing policies, coordinated bike and bus lane design projects, and prepared quick-build Vision Zero designs throughout the National Capital Region. Within ITE, Joshua was a 2023 graduate of the LeadershipITE program and named a 2023 Young Leader to Follow, and serves as co-webmaster for the newly christened Chesapeake and Potomac Section of ITE and as co-chair of the Traffic Signal Design and Operations Subcommittee for the Traffic Engineering Council. Joshua is passionate about incorporating multimodal safety and mobility enhancements into traffic signal projects and developing transportation solutions that promote safer and better living, including in his new community in the Greater Chicago Area.

  • Frank Tramontozzi, P.E., Senior Vice President Green International Affiliates | Green International Affiliates, Inc. | Quincy, Massachusetts, USA

    Frank Tramontozzi is a Fellow with ITE, Past President of the former New England Section of ITE and Past President of the Massachusetts Chapter of ITE. Frank has served on the Signals Technical Committee of the National Committee on Uniform Traffic Control Devices (NCUTCD) for over 35 years and is the Chairperson of the Chapter 4A (General), 4B (Traffic Control Signals - General) and Chapter 4C (Traffic Control Signal Needs Studies) Task Force. Frank has had a distinguished career with over 45 years of experience. Frank is retired Chief Engineer of the Massachusetts Department of Transportation (MassDOT), former Commissioner of the Boston Transportation Department and former Director of Traffic Management Engineering for the City of Boston. Frank is a Senior Vice President with Green International Affiliates, Inc and serves as Senior Advisor to Quincy Mayor Thomas Koch, serving as the Mayor's liaison to the MassDOT Board of Directors and the Massachusetts Bay Transportation Authority Board of Directors (MBTA is the Boston Region's Public Transit Authority). Frank has served on NCHRP and TCRP panels at the Transportation Research Board of the National Academies.

  • Molly Long, P.E., Principal Traffic Engineer | City of Des Moines | Des Moines, Iowa, United States

    Before joining the City of Des Moines last year, Molly spent 25 years in the private consulting industry as a technical expert and leader in traffic engineering. She has managed and produced technical deliverables for projects related to all facets of traffic engineering, including traffic operational analysis, traffic signal warrants and design, traffic impact studies, access management, school zones, bicycle facilities, and pedestrian crossings. Her experience also includes traffic modeling, ITS, and functional geometric design. Molly's new role at the City capitalizes on her experience with the interaction of safety and multimodal traffic patterns, as well as on her passion for developing innovative, efficient solutions that prioritize safety and optimize operations. Molly is the current Vice President of the ITE Iowa Section.

  • Josh Coulson, P.E., Urban Mobility and Transit Planning - Project Manager | Mead & Hunt | Columbia, Maryland, United States

    Josh is a Project Manager and Traffic Engineering supervisor in the Mead & Hunt Urban Mobility and Transit Planning Department. Josh has nine years of experience in transportation planning projects at Mead & Hunt including: signal warrant studies, multimodal corridor studies, and safety studies. Josh is the proud father of a rambunctious toddler and expecting baby number two any day now.
