MUTCD Summer Webinar Series Overview:
Now that the MUTCD 11th Edition has been published, what’s next? One step is this MUTCD Summer Series of webinars created by members of ITE’s technical councils and committees to share their perspectives on key changes and new items in the 11th Edition. Although not intended to be a comprehensive review of the entire content of the new Manual, these webinars will provide transportation professionals information on the revisions and their application(s).

Webinar Description:

Bike signals are now in the MUTCD. This session will discuss issues with the new MUTCD, signal design, and operations to make your bicycle advocacy community praise your work, and next steps for making bike signals better.

Learning Objectives:
  • Understand what the MUTCD says about bike signals.
  • Learn about design elements that will improve the compliance from users.
  • Identify traffic signal timing issues associated with bike signals.

Policies:
The webinar recording will be made available on-demand it will have a shelf life of 60 days to register before it is archived. Participants are able to purchase and retrieve their PDH credit certificate until their access to the content expires. After the content expires and goes into archive, the PDH credit certificate opportunity is forfeited.

  • Moderator: Marvin Ta, P.E., Staff Engineer II | Pennoni | Philadelphia, PA, United States

    Marvin graduated from Drexel University with a BS in Civil Engineering in 2019. He currently works within the transportation division, specifically under the traffic group, and has been with the company since graduating. His experience includes signal retiming, active transportation planning, and various traffic studies in PA through the Local Technical Assistance Program (LTAP). In the past, Marvin has spoken at various virtual ITE events, primarily the drop-in sessions. He has also been a speaker at all three levels of ITE annual meetings (section, district, and international).

  • Joshua Wolfgram, P.E., Project Manager | Mead & Hunt | Naperville, IL, United States

    Joshua Wolfgram is a project manager in Mead & Hunt’s Traffic Engineering and Advanced Mobility group with over six years of signal timing and multimodal design experience. Joshua has crafted pedestrian-friendly signal timing policies, coordinated bike and bus lane design projects, and prepared quick-build Vision Zero designs throughout the National Capital Region. Within ITE, Joshua was a 2023 graduate of the LeadershipITE program and named a 2023 Young Leader to Follow, and serves as co-webmaster for the newly christened Chesapeake and Potomac Section of ITE and as co-chair of the Traffic Signal Design and Operations Subcommittee for the Traffic Engineering Council. Joshua is passionate about incorporating multimodal safety and mobility enhancements into traffic signal projects and developing transportation solutions that promote safer and better living, including in his new community in the Greater Chicago Area.

  • Peter Koonce, P.E., Principal Engineer | City of Portland | Portland, OR, United States

    Peter Koonce is a licensed transportation engineer from Portland, Oregon. He has served as an adjunct professor at Portland State University teaching graduate level courses in transportation engineering. He serves on the International Board of Directors for the Institute, representing the Western District. He is a member of the National Committee on Uniform Traffic Control Devices where he serves as a voting member appointed by the Association for Pedestrian and Bicycle Professionals. He has served as the Chair of the Transportation Research Board’s Committee on Traffic Signal Systems and serves the National Association of City Transportation Officials as an expert reviewer on Guides focusing on transportation engineering.
