About the Training
This session will address ethics and professionalism among board members, including conflicts of interest, anti-trust laws, confidentiality, due process, and fairness. It will also include an overview of Robert's Rules of Order and best practices for board meetings. The session will conclude with a broad overview of topics discussed throughout the training, lessons learned, and additional resources available to attendees.

About the Speakers
Thomas W. Mansfield, JD,
began serving as the Chief Executive Officer for the North Carolina Medical Board on June 1, 2023, after 22 years as the Board’s Chief Legal Officer. As CEO he serves as the primary external face of the Board; builds partnerships with stakeholders, including the public, other governmental entities, the medical profession and healthcare systems; and ensures that the organization is well-equipped to meet its mission to regulate the practice of medicine for the “benefit and protection of the people of North Carolina.” Mr. Mansfield is responsible for bringing visionary and strategic leadership to all Board operations while ensuring financial stability, adherence to the Board’s stated mission and values, and continued development of a positive, supportive culture. Mr. Mansfield is a native of Raleigh, NC, where he currently lives, and a graduate of North Carolina State University and the UNC-Chapel Hill School of Law.


Frank B. Meyers, JD, is a seasoned attorney specializing in healthcare regulation and professional licensing, currently serving as Deputy Legal Counsel at the Federation of State Medical Boards (FSMB). His expertise extends to the intersection of law, healthcare, and technology, with a particular focus on the use of Artificial Intelligence (AI) in these fields. Since the announcement of Chat GPT by Open AI in November of 2022, Frank has been deeply involved in studying its capabilities, as well as other AI models such as Claude by Anthropic, Llama by Meta, Mistral Instruct by Mistral, and many others. His studies have focused on how these models can process complaints from the public, with a dual goal of building a tool that FSMB's member boards can use to improve government regulation, and identifying risks of such tools, such as hallucinations or incorrect answers. Frank's work in AI extends beyond theoretical studies. He has been actively involved in discussions and panels on the subject, most notably moderating a panel at the FSMB's AI Symposium in Washington, DC, held on January 17, 2024. This event brought together leading minds in the field to discuss the implications and future of AI in healthcare and law. His unique blend of legal expertise, deep understanding of healthcare regulations, and hands-on experience with AI tools make him a sought-after speaker and thought leader in the field. His commitment to ethical practices in the use of AI by attorneys is reflected in his presentations and discussions, where he emphasizes the importance of competence, confidentiality, and truthfulness in line with the ABA Model Rules of Professional Conduct. With a career marked by dedication to his field and a passion for understanding the implications of emerging technologies, Frank B. Meyers continues to contribute to the discourse on AI in healthcare and law, shaping the future of these industries.

Target Audience
