Abstract: Emerging markets and the Middle Eastern countries have recently committed unprecedented amounts of capital investments to develop their railway infrastructure assets. More than 3000 Kilometers of railways are planned in the Middle East alone, with Program Management as a preferred delivery mechanism. Planners with proven railway infrastructure program planning experience are one of the scarce resources required to deliver such ambitious programs. However, experienced program planners, having no or limited railway experience, can be assisted by the information in this paper to transition into railway infrastructure program planning. This paper discusses a railway infrastructure program delivery lifecycle, governance framework overview, major schedule milestones and stage gates, risks, stakeholder coordination hold-points, typical interfaces with other projects, and recommended Class 5 schedule durations for program delivery lifecycle stages. This paper addresses program lifecycle stages from program initiation through award of implementation contracts. It provides a ready reference for railway infrastructure program planning efforts of the experienced planners, including those with limited of no railway infrastructure program planning experience.
