Description

This is the second session for this program. The live session will answer any questions you submitted through the course portal and any questions you have live on these modules. In addition, there will be some presentations on Signal Justification.

Once this live session concludes, you will be provided immediate access to Modules 6--8 to begin the training.

Important Notes:

  • We will be using Zoom. It is important to check your system requirements (see button to the right) prior to Monday to ensure you do not have difficulty joining the session.
  • This session will begin with instruction by ITE staff and lead instructors. Therefore we ask that when you join, you remain muted and camera toggled off.
  • There will then be an opportunity for live interactive session and the instructors may call on you in which you can unmute and turn on your camera.

    Steven Jewell, P.E., PTOE is a retired traffic engineering subject matter expert. Over the course of his career he served as Traffic and Planning Manager for DLZ Ohio for more than 16 years, and spent 30 years with the City of Columbus, Ohio Traffic Engineering and Parking Division. He holds a B.S. degree in Civil Engineering (transportation) and an M.A. degree in Public Administration, both from Ohio State University. He is a Life member of ITE. Steve also currently serves as chair of the ITE delegation to the National Committee on Uniform Traffic Control devices.

  • W. Scott Wainwright, P.E., PTOE

    Scott Wainwright is semi-retired but still active in the profession after 43 years of public service—5 years with the State of Connecticut DOT, 27 years with the Montgomery County (MD) Department of Transportation, the last 7 of which were as Chief of the 130-employee Division of Traffic and Parking Services, and 11 years with the Federal Highway Administration as the member of the MUTCD Team responsible for traffic signals and pavement markings. For the past 9 years, Scott has been Proprietor of Wainwright Traffic Consulting Services, LLC, where he has done consulting work involving MUTCD matters. Since 1983, Scott has been a member of the National Committee of Uniform Traffic Control Devices, where he has served as Chair of the Signals Technical Committee, Treasurer of the National Committee, and member of the ITE delegation. He also been an attendee, active participant and voting member of the Traffic Operations and Management Committee (TOMC) of the Transportation Association of Canada (TAC), the organization responsible for the Canadian MUTCD, since 2009. Scott is a Life Member of ITE, where he has held elected ITE offices including President at the Section, District, and International levels, including a 3-year term (1998-2000) on the International Board of Direction representing District 2 (Mid-Colonial District). He has developed and presented numerous training webinars and in-person presentations on traffic control devices for FHWA, ITE, and other organizations.

  • Douglas E. Noble, P.E., PTOE, Senior Director of Management and Operations | ITE

    Doug has more than 30 years of progressive experience in the transportation engineering field and personal expertise with the challenges and risks associated with resource availability, asset management and workforce development in constrained organizational environments. He has specific expertise in traffic engineering, traffic signal program management, transportation operations, street/rail design, grade crossing safety and operational analysis, planned special events, and neighborhood traffic management. He is the staff liaison to the ITE Traffic Engineering Council and its subcommittees and was the technical editor for the Guidelines for Determining Traffic Signal Change and Clearance Intervals, Traffic Signal Preemption Near Railroad Crossings, and Speed Reduction Techniques recommended practices as well as the most recent edition of the Traffic Signal Maintenance Handbook. He currently provides staff support to the National Operations Center of Excellence and the National Rural ITS Steering Committee.

  • Gordon Meth, P.E., PTOE, PTP, Expert Witness | Robson Forensic

    Gordon has nearly 30 years of professional experience in traffic engineering, including analysis, design, testimony, and forensic investigation. He is currently an expert witness for Robson Forensic, and prepares reports for litigation throughout the United States. He has a bachelors and masters in Civil Engineering from The University of Waterloo, and an MBA from Montclair State University. He is a licensed professional engineer in 21 states, DC, and one Canadian province. Gordon has been a member of ITE for 30 years, and he is presently Chair of the Traffic Engineering Council, and the Northeast District Representative to the ITE International Board of Directors. In the past he has served as the President of the Metropolitan New York-New Jersey Section of ITE, Chair of the Northeast District of ITE, and on the Transportation Professional Certification Board.

  • Larry Overn, P.E., PTOE

    Larry Overn, PE, PTOE is a traffic engineer with more than 20 years of technical experience in traffic engineering with an emphasis on traffic signal design, ITS design, and signal operations. He also has experience in signing and marking design, transportation planning, signal warrant studies, traffic impact studies, traffic safety studies, and data collection projects.
    His work on traffic engineering design projects includes traffic analyses and preliminary geometric design, traffic signal and signal system design, signal timing, sign and pavement marking design, and ITS design. As part of traffic safety studies and traffic engineering services, Larry has performed safety and capacity analysis, studied accident locations, and evaluated special safety issues spanning topics such as school zones, truck routing, speed control, sign and signal inventories, and more.
    Larry is a member of the Signals Technical Committee (STC) of the National Committee on Uniform Traffic Control Devices (NCUTCD). He is the chair for the Traffic Signal Features Task force of the STC.
